What can I do about a ticket I never got and an officer of the law knowingly committing perjury
Not sure how to answer this without more info. If you mean what can you do about a cop lying about serving you with a ticket when he really didn’t (that kind of perjury) I have this to say: If you find yourself in court fighting in court about whether or not the cop actually gave you the ticket as he said he did, it’s not really much of a leg to stand on. The DA can simply dismiss that case and then re-charge you with the same offense. That’s not double-jeopardy since there was never any trial. Very often the DA can simply write out a new misdemeanor charge in court and hand it to you an that’s that. Like I said, not much of a leg to stand on. Can you give more info?
